Am I correct that scheduled maintenance does not affect availability or
SLA %? Is there any way to change that behavior so that scheduled
maintenance is included in the availability & SLA? I have SLA
requirements that both include and exclude scheduled maintenance and I
need to provide reports on both.

Schedule maintenance does affect availability of the monitors but
it can be ignored by enabling an option "In reports, treat
monitors as up during maintenance period" under "Admin ->
Report Settings -> Customize Report" section.
If you would like to have a report including the maintenance
period, please disable this option and generate it.
