I noticed a discrepancy when I schedule maintenance: the start/end times
I enter are in my configured local time zone (ex 01:00 AM - 02:00 AM EDT
(-0500)), however the status dashboard (layout 1) shows those same times
01:00 - 02:00 but states that they are in UTC as per the column header.

We had something like this happen as well, but does not happen
consistently. Perhaps one of the 24x7 backend servers in a pool still
doesn't have the fix? We put in 00:01 PST to start and it changed
to 13:01. We deleted and recreated it, and it did it correctly. We
thought we were just crazy until we read this forum post. Is this fixed yet?

the maintenance time will be shown in the user's configured
timezone going forward.

That's "as designed" from my understanding. You have an account timezone for the entire account and all maintenance is shown based on that timezone regardless of users computer/browser timezone. If you change the timezone, the time remains the same and the timezone is modified (making the actual maintenance in a different time windows.) I posted a feature request for static timezones https://forums.site24x7.com/topic/static-timezones-for-created-items but you may want to post a new one for user based timezone settings.
